Dice shuffle the race events on the Race screen so you can pick a different set.
When you tap Race, the game shows a few events you can run right now. Dice shuffle that list and give you a new set. Spend them when none of the current events are worth running, or when you are hunting a specific rarity. See How to Get More from Epic and Legendary Events.
The Dice button on that Race screen tells you how many you have left. You earn more Dice as rewards from certain races.
