A restoration project is a car you have earned but cannot race yet. New cars often come from Career Goals. Once you have the car, you still have to restore it before it can run.
Restoration components come from crates. Collect 100 of that car's components to finish the restoration. Until then, the car stays in the Garage as a project, not as a car you can take to the starting line.
